She’s not sleepy. / She doesn’t feel sleepy / like sleeping.
Если безличная конструкция с «не» указывает на невозможность желаемого или необходимого действия, в английском языке также используются личные конструкции:
Мне завтра рано вставать, легла в десять часов, а никак не спится.
I’ve got to get up early tomorrow, I went to bed at 10:00, and just can’t get to sleep / fall asleep.
Мне завтра надо сдать отчет, уже поздно, а не пишется.
My report is due / I’ve got to hand in the report / The deadline for my report is / tomorrow, and it’s late, but I’m having real trouble writing. / I just can’t write. / My writing is going badly.
Нам здесь живется очень плохо, квартира крохотная, но мы не можем оставить больную мать.
Things are very difficult for us / Life is really tough / rough for us / We’re having a really hard time / here (Not: We live badly here), and the apartment is tiny, but we’ve got to stay with / we can’t leave our sick mother.
В русском языке слова и понятия о явлениях природы чаще всего выражаются с помощью безличных конструкций. Английский язык в таких случаях предполагает необходимость ввести в предложение подлежащее‑существительное, олицетворяющее источник действия или действующее лицо, пусть даже чисто формальное.

Подобрать наиболее подходящие для английского варианта слова часто помогает контекст; он же указывает, какую выбрать конструкцию – активную или пассивную:

Вам весело, а ему так плохо! Он же потерял работу, а вам все равно – думаете только о себе!
You could care less / You’re just fine / You’re enjoying yourself / You’re in a great mood / great shape / having a great / good / fine old time / You’re doing great (Not: You are cheerful / merry / gay), but he’s really miserable. / in really bad / terrible shape. / in real trouble. / having a terrible time of it. He’s lost his job, and you only think of yourself!
Ему было трудно понять, чего, собственно, она от него хотела.
Не was having a hard time understanding / It was difficult / hard for him to understand / He was having difficulty understanding / grasping / what exactly she wanted / was after from him.
He was hard / difficult to understand означает «Его было трудно понять», например, потому, что у него сильный английский акцент.
