History of Cadastre in Russia

1. The early information on cadastre in Russia dates from the Xth century and dealt with collecting the land tax and evaluating the lands; the first mentioning on cadastral land surveying to allot the land property to Svetogorsky monastery dates from 1483. The cartography material of the Russian land cadastre could be found in the land descriptions collected in scribing, inspecting, patrol and land surveying books and was compiled on the results of cadastral surveying. Cadastral surveying jobs consisted in measuring lengths of boundary lines by measuring rope (80, 40 and 20 sazhens, 1 sazhen = 2,1336 m); these lines divided the plots according to arable lands, forests, rivers etc; the lands were classified into “good”, “satisfactory” and “bad” ones coming from their quality.

2. In 1765 there was established the Commission on the state cadastral surveying of the lands. Its distinguishing feature lies in the feet that cadastral surveying is based rather on the names of villages and settlements with compiling books and plans than on the names of the landowners.

3. At the end of the XVIIIth century there were drawn up inventory and registration papers concerning not only agricultural lands and forest, but also the municipal homesteads. The above-mentioned papers of homesteads contained information on the landowner’s name.

Задание 7. Прочтите последний абзац текста и ответьте письменно на следующий вопрос:
