HAVANA

Crime is on the rise in Cuba. Almost everyone in the capital can tell you of birglary, robbery at gunpoint, even murder. In reality, the crime rate is low compared with the rest of the world, but the fear is now there. Many househorlders have fitted new locks and window bars.

Fidel Castro understands a problem. In his speech at the celebration of the 40th anniversary of the National Police he said: "Crime results in internal political problems. Internal order depends on you. If we lose the battle for internal order, then we lose everything."

The police listened to President's new plan to change the situation: sentences from 20 years upto life imprisonment for housebreaking and death for drug traffickers.

Will it work? It is well known that Havana's police are corrupted. People say that it is useless to report crimes to the police if you can't pay.

One doctor at Havana's leading hospital returned home to find burglars in the house. She had the vehicule's registration number, but the police told her there was nothing they could do.

"They knew as soon as they saw so that I couldn't afford to pay them anything," is her explanation.
