Cadastre in the USSR

1. In early years after the 1917 Revolution all the lands and water resources within the limits of the city or town were liable to the land registration irrespective of the user. The registration was carried out to manage using the municipal lands, determine the range of taxes and the land rent, to defend and secure the users’ rights, to meet the other requirements of the municipal economy.

2. The land registration included the basic and current stages of collecting and storing valid and systematized data on juridical, economic and natural conditions of all lands and water resources. While registering there was carried out inventory of the land plot indicating here the building parameters (number of storeys, the wall and roof materials, area of foundation, height, conditions, user and owner) and additional buildings (name and function); there were also drawn up the plot legends according to types of arable lands (building, yard, garden, vegetable garden, store house, farm lands, idle lands etc.) as well there were mentioned the data on valuable plants (nature of plants, number of trees, time of planting, conditions, general estimation, relief and soil parameters, availability of water resources etc.).

3. These above-mentioned measures are a prototype of municipal cadastre because they used mature and methodically correct approaches to the solution of the municipal cadastre problem; these approaches have not lost their topicality so far.
