III. Internal regulations in the dormitory

I. General positions

 

1.1. Rules of internal regulations (Rules of residence) of the student hostel of the federal state budgetary educational institution of higher education "KutafinMoscow State Law University (MSAL) "(further - University) are developed on the basis of the Housing Code of the Russian Federation, Federal Law No. 273-FZ from December 29, 2012" On Education in the Russian Federation ", Federal Law No. 159-FZ from 21.12.1996" On Additional Guarantees on social support for orphans and children left without parental care, "Decree of the Government of the Russian Federation No. 25 of 21.01.2006" On approval of the rules for the use of living quarters, "Decree of the Government of the Russian Federation of 26.01.2006 No. 42" On Approval of the Rules living quarters to a specialized housing stock and standard contracts for the hiring of specialized living quarters ", based on housing legislation and local regulations of the University.

1.2. The internal regulations (Residence Rules) of the student hostel (hereinafter - the Rules) are a local normative act, the fulfillment of which is obligatory for all those living in the student Dormitory.

 

II. Order of a pass to the student dormitory

 

2.1. A pass of the residents to the dormitory is realized by campus cards of students.

2.2. A transfer of the campus card for other persons is categorically forbidden.For the transfer other persons (including other University students) the living in dormitories are disciplined in accordance with established procedure and (or) can be evicted from the dormitory.

2.3. A visit by relatives (mother, father, grandmother, grandfather, native brother, sister) is realized strictly from 09 hours 00 minutes to 21 hours 00 minutes.

Visiting non-relatives is limited with the duration time - 1 hour. The presence of the guest in night time from 21: 00 to 09: 00 a.m. is strictly forbidden.

2.4. Passage of guests to the dormitory building is carried out through the checkpoint of the main entrance upon presentation of an identity document.

2.5. Temporary admission of the established sample is issued strictly in the presence of a document proving the identity of the guest.

2.6. The person who meets the guests leaves his campus card at the checkpoint and takes his guests to his room.

2.7. When they leaving the dormitory at a set time for the visit, the campus card is returned back to the resident.

2.8. The controller of the checkpoint has the right not to miss visitors to the hostel, in case they are in a state of alcoholic or narcotic intoxication.

2.9. Responsibility for the timely departure of guests and the observance of the Rules of Residence is borne by the inviting person. Stay guests should not interfere with persons living in the same living area with an inviting person.

2.10. Visits of residents may be limited to the dormitory byadministration in the event of an emergency, a massive disease (epidemic), aggravation of the criminal situation in the area or other reasons.

2.11. Removal of large items from the dormitory is allowed onlyon permission by the dormitory administrator or the dormitory manager.

 

III. Internal regulations in the dormitory

 

3.1. Person, who living in the hostel, have the rights:

- to live in their assigned residential room the entire period of training subject to the fulfillment of the terms hereof, the terms of the agreement, local normative acts of the University relating to accommodation in the dormitory;

- to use the premises for self-study and premises for cultural and household purposes, equipment, inventory of the dormitory;

- to contact the Manager of the dormitory with requests for timely repairs, replacement of equipment and inventory, broken not on their fault;

- to participate in the discussion of questions of improvement of living conditions of students, organization of cultural and educational work and residential design.

- participate in the formation of student Council of a hostel and be elected in its structure;

- to participate through the student Council in improving housing and living conditions, organization of educational work and leisure;

- contact hostel for resettlement in other premises of the student hostel;

- touse personal mains powered appliances and equipment with capacity up to 1000 Win the prescribed manner, with the observance of fire safety rules.

3.2. Residents in the hostel are required:

- fulfill the conditions of the contract concluded with the University;

- in accordance with the established procedure and terms, provide documents for registration at the place of stay, as well as for military registration;

- in accordance with the established procedure and terms, pay a fee for the use of a dwelling and payment for utilities;

- during the use of self-study rooms and cultural facilities, to observe silence and not create obstacles to other residents of the premises in use;

- strictly observe these Regulations, safety regulations and fire safety rules;

- strictly follow instructions for the use of household appliances;

- to treat carefully the premises, equipment and inventory;

- economically spend electricity and water;

- observe cleanliness and order in living quarters and common areas; to clean in their living rooms daily, and in the kitchen - according to the established schedule of shifts;

- prepare food and wash dishes exclusively in kitchens, categorically prohibiting the preparation of hot food in the rooms;

- after preparing food in the kitchen, remove the garbage and food waste, and turn off the electric stove;

- reimburse the damage caused to property in accordance with the current legislation and the contract;

- inform the administrator, the head of the hostel about the malfunction of equipment, inventory, electrical networks;

- to ensure the presence of a duplicate key from your room;

- if necessary, on the first request, be a representative of the administration of the hostel;

- immediately inform the representatives of the hostel administration about the unsatisfactory state of health of the residents, for taking timely measures;

- respect the rights and legitimate interests of neighbors;

- observe public order;

- ensure the possibility of examining the living room at any time by the administrator, the head of the dormitory, the head of the dormitory management, in order to monitor compliance with these Rules, to verify the safety of the property, to carry out preventive, repair and other types of work.

3.3. Residents of the hostel are prohibited:

- appear in the hostel in the state of narcotic, toxic, alcoholic intoxication, drink alcohol;

- to smoke in unidentified places, to smoke in the premises of the hostel (cigarettes, tobacco, electronic cigarettes, wakes, hookahs);

- carry, store, use and distribute narcotic substances, weapons, alcoholic beverages, hookah instruments for smoking and explosives;

- store weapons, ammunition, explosives, etc.;

- arbitrarily move to another room;

- arbitrarily make changes in the interior of the hostel;

- unauthorized transfer of inventory and furniture from one room to another;

- independently carry out alteration or correction of electrical wiring;

- use faulty portable sockets and perform other actions that could lead to network overload;

- to seal, dismantle, break the fire alarm sensors;

- use electric heaters with a power of 1000W and more, electric heating appliances for heating premises, electrical appliances with an open spiral, electric boilers, microwave ovens and electric hot plates;

- use multivarques and steamers for cooking outside of the equipped premises (kitchens);

- use faulty portable sockets, overload the electricity network;

- arbitrarily repair the room without the consent of the administration of the hostel;

- perform work in the room or perform other actions that create increased noise and vibration, violating the normal living conditions of students in other living quarters. From 22.00 to 07.00 hours, use of televisions, radios, tape recorders and other loudspeakers is allowed only if the hearing is reduced to a degree that does not disturb the dormitory;

- paste on the walls of the living room and in public places, except for specially designated places for this purpose, announcements, schedules, advertisements, etc.;

- install additional locks on the front door of the room in which they reside, remodel the locks or replace them without the permission of the head of the hostel;

- use open fire sources in a dwelling;

- the content in the hostel of animals (cats, dogs, birds, aquarium fish, etc.);

- store cumbersome things in the room, preventing other residents from using the allocated room;

- leave in the corridors of clothes dryers;

- throw out rubbish and foreign objects from the windows, pour out water;

- clog and litter garbage and household waste common areas (corridors, kitchens, stairwells, emergency exits, etc.);

- to keep strangers in the hostel and (or) leave them to spend the night in the hostel, provide living space for living to other people, including those living in other rooms of the hostel without the permission of the administration;

- allow rudeness and insults to the residents, representatives of the administration and attendants of the hostel.

3.4. To avoid accidents in dormitories it is strictly forbidden:

- sit on the windowsills;

- put your feet on heating appliances (batteries);

- pop out from the windows;

- hang out packages, bags and stuff from the windows

3.5. Students who fulfill the rules of residence and actively participate in the organization and conduct of educational work in the hostel can be submitted for promotion.

3.6. For active participation in public life and events held in the hostel, for students living in a hostel, various forms of moral encouragement are established.

3.7. Measures to encourage living in the hostel:

- a letter of gratitude to the parents of the student;

- gratitude;

- placing a photo of the student on the Honor Board;

- introduction of gratitude to the student's private file;

- and other incentive measures.

3.8. For violation of sanitary and hygienic rules, public order requirements, fire safety rules, dishonest attitude towards property that led to its spoilage or destruction, obscene expressions, deeds and actions demonstrating disrespectful attitude towards dormitory workers and living to students apply disciplinary measures, and also eviction from the hostel.
