Таможенная и пограничная служба США (U.S. Customs and Border Protection, сокращенно CBP) является самой большой и комплексной структурой Департамента Внутренней Безопасности США. Одной из важнейших функций CBP является охрана границ Соединенных Штатов, включающая в себя пресечение попыток незаконного въезда на территорию страны, незаконного ввоза наркотиков, оружия и контрабанды, охрана сельскохозяйственных и экономических интересов США от опасных вредителей и болезней, защита американского бизнеса от кражи интеллектуальной собственности.

Все лица, прибывающие в один из портов въезда в США, должны пройти комплексную инспекцию CBP, которая сочетает в себе иммиграционные, таможенные и сельскохозяйственные аспекты. A Customs broker is a member of a company or an individual who acts on behalf of another party. To become a broker an individual must study and pass the examination on Customs laws and regulations to obtain a license from the Customs authorities.

Importing can be a complex and cumbersome process, so it is recommended for the importer to meet with a Customs broker before attempting to bring in a shipment of goods.

This meeting is vitally important because a prudent trader, prior to importation of his merchandise, should have a clear understanding of what entry documentation is to be submitted, how the Customs is going to classify and appraise the goods, etc.

Working as a representative of an importer, a Customs broker prepares and files the necessary documentation package, consults the Customs to determine the proper rate of tariff, arranges for the payment of duties and helps the trader to secure the release of the shipment.

The Customs Mission

The Customs had to establish the legal foundation to facilitate legitimate trade and travel, to encourage business, to safeguard the quality of life and public health. The first Russian Customs Statute was handed down in 1667. It was the first attempt to arrange Customs regimes. Nowadays, besides its own laws and intricate rates of duty, the Customs enforces a number of laws of other federal agencies such as: Culture Ministry, Health Ministry, Agriculture Ministry, Tax Service, Immigration Service, etc.

The Customs is responsible for traditional border-related law enforcement responsibilities, and one of the primary missions nowadays is anti-terrorism, that is why Customs officers screen all people, vehicles and goods entering the country.

To act efficiently, the Customs has to upgrade the skills of inspectional staff; set up special enforcement teams; develop intelligence gathering techniques; solidify cooperation with other law enforcement agencies; carry out controlled deliveries and international operations.
