1. The Nomenclature governed by the Convention on the Harmonized Commodity Description and Coding System, commonly known as “HS Nomenclature”, is an international multipurpose nomenclature which was elaborated under the auspices of the World Customs Organization (WCO).

2. At present there are 155 Contracting Parties to this Convention, however, it is applied by more than 200 administrations worldwide, mostly to set up their national Customs tariff and for the collection of economic statistical data.

3. The European Union and its member states together represent a block of 29 Contracting Parties to the aforementioned Convention.

Реализация таможенной службой поставленной государством задачи по созданию стабильных и благоприятных условий для развития внешней торговли и проведения эффективного таможенного контроля не может быть эффективно осуществлена без внедрения и использования современных ИТ-технологий, необходимость применения которых обусловлена быстрым увеличением объема международного товарооборота, усложнением его структуры, ограниченностью кадровых ресурсов таможенных органов и желанием участников внешнеэкономической деятельности свести к минимуму потери времени и материальных средств в ходе таможенного декларирования товаров.

The most effective means to suppress smuggling are sustained actions against smugglers by all the law enforcement agencies including Customs authorities. The Customs Services all over the world adopt the following strategies:

Special task forces are set up by the Customs departments and the Police Forces to curb smuggling.

The Customs authorities are entrusted to combat all drug smuggling activities. The Customs officers play an important role in drug detection by carrying out Customs clearance and control of incoming and outgoing passengers, cargoes, postal articles and means of conveyance at the ports of entry. For increasing the efficiency of drug detection and Customs clearance, the Customs drug detector dogs are used to assist Customs officers at various control points.

Customs officers must conduct surveillance on drug trafficking activities for planning enforcement actions and provide intelligence for the frontline officers to take enforcement actions at the control points.

Customs Technologies and Sophisticated Equipment

Customs technology covers the methods, techniques and equipment available to Customs agencies.

Throughout the years, the Customs Services in different countries have experimented with many sophisticated equipment to aid in accomplishing their various tasks.

    At the checkpoints passengers are examined to detect prohibited items. They walk through a portal that detects the presence of metallic objects. If the metal-detecting portal sounds an alarm, passengers are searched further to determine the cause of the alarm and to ensure that they are not carrying forbidden objects.

    The new scanning machines which have been used at the international airports later provide a full-body image of a passenger and enable any concealed weapons or explosives to be uncovered more quickly. The full-body scanners completely take away the hassle of going through a ‘pat-down’ check (search) at the security gate.

With the increase of drugs smuggling, illegal immigrants, radioactive sources, tobacco and alcohol law enforcement agencies, including Customs, provide the ultimate security checkpoint solution for the ports and borders customers.
