Заключение

Может ли наш эскиз некоторых особенностей российской посткоммунистической трансформации быть полезен для прояснения поставленных выше теоретико-методологических проблем, связанных с демократическими транзитами как таковыми?

Мы представили определенные аргументы, позволяющие, как нам кажется, относить индивидуальные по условиям и обстоятельствам, отправным точкам и маршрутам переходные процессы (в том числе и российский демократический транзит) к одной группе явлений, включаемых в понятие глобальной демократической волны.

Собственно посткоммунизм в силу своей многомерности и продолжающейся эволюции поддается концептуализации в разных теоретических моделях, в том числе в категориях демократических транзитов. При всей безусловной специфике посткоммунизма все-таки есть теоретические и эмпирические основания рассматривать современную российскую общественно-политическую динамику с применением теоретико-методологической модели демократических транзитов.

Рассмотренные выше некоторые (отнюдь не все!) особенности общественной трансформации посткоммунистической России позволяют выделить ее специфические черты и провести некоторые параллели с другими вариантами демократических транзитов как составными элементами современной демократической волны. Выявление общего и особенного в результате сравнительного анализа (в том числе на материале российского демократического транзита) может способствовать выработке общей интегрированной теории посткоммунизма.

Мы также не видим непреодолимого противоречия между структурным и процедурным методологическими подходами к изучению демократических транзитов. Теоретический синтез подходов, делающих упор на структурные и процедурные факторы, возможен в том числе на пути сравнительного анализа условий и контекста и самих процессов демократических транзитов. Мы считаем, что предложенная выше теоретико-методологическая модель изучения демократических транзитов на основе принципов “воронки причинности” может быть полезна при их конкретном анализе - наряду, конечно, и с другими моделями.

На ранних стадиях демократических транзитов, по-видимому, большее значение имеют эндогенные факторы демократии и демократизации - выбор политическими авторами своих действий и системы взаимоотношений, оперативных подходов и институциональной стратегии. Однако этот выбор во многом обусловлен политико-культурными традициями, историческим и социально-экономическим контекстом, внешними и иными структурными факторами. Эти глубинные структурные - прежде всего экономические и социокультурные - предпосылки и условия демократии начинают играть более существенную роль на последующих стадиях транзита, особенно на такой ключевой, как консолидация демократии. Другое дело, что в силу указанных структурных обстоятельств далеко не все страны, начинающие транзит в предположении, что он будет именно демократическим, имеют хорошие шансы пройти этот путь до логического завершения.

Наш анализ так же, как представляется, показывает, что сегодня в массовом сознании российского населения в целом позитивное идеальное (нормативное) отношение к демократии и рыночной экономике резко противопоставлено крайне негативным конкретным (дескриптивным) оценкам реального состояния экономики и функционирования основных политических институтов. Общественность в целом высказывается за социально ответственную рыночную экономику при активной роли государства и широких социально-экономических гарантиях. Однако в реальной российской жизни ничего из этого общественное мнение не видит и поэтому отвергает не экономические реформы как таковые, а их нынешнее содержание и направленность.

Поддерживая идею демократии в целом, общественное мнение в сегодняшней России понимает ее специфическим образом - в духе "демократии ответственности" при государстве-гаранте индивидуальных прав и свобод. Это отнюдь не понимание демократии в духе западной политической традиции, но и не проявление врожденного авторитаризма российской политической культуры. В представлении населения, основные политические институты посткоммунистической России совершенно не соответствуют понимаемому таким образом демократическому идеалу и поэтому не пользуются массовой поддержкой.

Хотя демократические по своей форме новые политические институты используются правящим режимом в недемократических целях, закрепленные в них отдельные элементы демократических процедур опираются на достаточно широкую общественную поддержку. В свою очередь они способствуют закреплению в российском массовом сознании демократических привычек и навыков.

В более общем плане есть основания для вывода о том, что демократические институты и соответствующие политические ценности и массовые ориентации взаимосвязаны. Не будучи условиями и предпосылками для начала демократического транзита, распространенные в обществе ценности и ориентации, тем не менее, не могут не учитываться политическими акторами. Демократия, особенно на стадии ее консолидации, нуждается в опоре на массовые демократические ценности и ориентации - без них демократические институты в перспективе не в состоянии "работать".

От веры в демократию как таковую и в демократический характер существующей власти во многом зависит и готовность населения смириться с тяготами осуществляемых экономических реформ и надеяться на лучшее будущее. Вера в легитимность демократии напрямую не связана с краткосрочной экономической эффективностью демократического режима. Напротив, прерванные или незавершенные демократические преобразования, "зависание" демократического транзита значительно осложняют (если вообще не делают невозможным) осуществление экономических реформ в "переходном" обществе.
