В данной главе предпринята попытка высказать три принципиальных сооб­ражения. Во-первых, исследователям надо выйти за рамки реализма при изу­чении взаимодействия внутренней политики и международных отношений, выявляя роль информации и институтов, но не отбрасывая центральных идей реализма, сохранявшихся в западной традиции на протяжении столетий. Надо пересмотреть утверждения относительно структуры и необходимости, стре­мясь объяснить различные варианты выбора и выяснить, как работает прин­цип взаимности.

Во-вторых, для решения научных проблем надо надлежащим образом свя­зать воедино имеющиеся теории или их элементы. Оперируя удивительно об­разным сравнением профессора Гоулдманна, международные отношения не следует рассматривать как «олигополистическое соревнование между ведомы­ми США группами акторов, чьи планы должны быть приняты или отвергну­ты in toto» (с. 389 наст. изд.). Следует сдерживать склонность к развязыванию «войны парадигм», редакторам научных журналов следует бороться с соблаз­ном сделать страницы своих изданий более «увлекательными» для читателя, стимулируя подобную приводящую к обратным результатам борьбу.

И наконец, нужна постоянная связь теории с эмпирической работой, на­правленной на реальные международные проблемы, которая не тормозится ожиданием открытия общих закономерностей, а сопровождается тесными кон­тактами социальной науки с историей, использованием стратегического ана­лиза, контекстуально ориентированной теории игр, стремлением понять осо­бые события в свете общих принципов. Над всеми теориями о международных отношениях нависла опасность превращения их в сухие догмы, если не зазем­лить их на реальность сегодняшнего дня. Теория и эмпирический анализ не изолированные сферы, и тем более они не разделены непроницаемой стеной, в прогрессивных исследовательских программах они должны быть тесно взаи­мосвязаны.
