1. Ensuring food security through the development and implementation of socio-economic, scientific, technical, administrative and other measures to prevent and neutralize threats to food security.
2. Ensuring food security is based on the following principles:
1) ensure the physical and economic accessibility of quality food products to the public in accordance with the physiological standards of consumption, regardless of age, wealth and social status, location and place of residence;
2) match the quality of produced, imported and sold in the Republic of Kazakhstan food requirements of the legislation of the Republic of Kazakhstan on food safety;
3) the formation, renewal and replenishment of public resources, food products, regardless of the impact of internal and external adverse factors;
4) the creation of equal competitive environment for access to agri-food market;
5) the interaction and cooperation between the state and of private entrepreneurs;
6) promoting the role of NGOs, associations (unions) of entrepreneurs in the food security issues;
7) the availability and transparency of information about the state of the agri-food market.
Not accept the decisions and actions (or inaction) by public authorities, individuals and legal entities:
1) worsening state of food security;
2) provoking an unjustified increase in food prices, reduced domestic food resources;
3) promote illegal export of foodstuffs from the Republic of Kazakhstan;
4) facilitate import into the domestic market of substandard and dangerous for the population of food products.
3. The Government of the Republic of Kazakhstan to the deteriorating food security, the right to impose temporary bans and restrictions on exports and imports of food products.
Article 25. Funding to ensure
National Security
The activities of the forces to ensure national security and measures aimed at it, are funded through the budget.

Article 26. Supervising the application of laws and other regulations on national security
Supreme supervision over the strict application of this Law and other regulations on national security carries Prosecutor of the Republic of Kazakhstan.
