Specify methods of dealing with polluters

The fight against environmental pollution will be effective only if it is based on well-designed economic sanctions that stimulate conservation activities. One of such sanctions may be a charge for pollution, included in the current costs of the polluter.

The fight against environmental pollution absorbs huge amounts of money and this often gives rise to the view that excessively high sums are being used to preserve the cleanliness of the environment. However, domestic and foreign studies show that the cost of fighting pollution is many times less than the economic damage from pollution. American experts estimated that the cost of preventing air pollution over the 5 years of the second half of the 1970s is approximately 4 times less than the economic damage for this period.

Along with budgetary allocations, loans and concessional subsidies that are given to private enterprises, such as the Corporation for Combating Pollution of the Environment, the Japan Development Bank, the Small and Medium Enterprises Financing Fund, etc., play an important role in financing environmental activities.

Environmental protection in our country and all over the world is becoming increasingly important every year, which is primarily due to a sharp increase in the number of harmful emissions of industry and transport, causing huge, often irreparable damage to the biosphere. It becomes obvious that there is a need for a more active, than hitherto, control of environmental pollution by industrial wastes, using both traditionally applied methods - cleaning emissions into the air basin and water bodies, and new, more progressive methods related to improving technological processes and equipment in the direction Minimization of industrial wastes, as well as taking more effective measures against noise, vibration and other emissions.

The contamination of the environment with garbage and waste products of the life of society is becoming a serious problem for cities, especially in developing countries, where this process for different reasons is faster than the development of their economy. Here, measures aimed at combating environmental pollution often do not lead to the expected results, as their implementation is not consistently consistent and purposeful. Developing countries, in their desire to reach the necessary level of economic development as soon as possible and receive the return on investment, are putting back into the background the implementation of measures to improve and preserve the quality of the environment. Sources of drinking water are therefore often polluted by sewage, and sometimes poisoned by discharges of industrial enterprises with imperfect technology. Pollution of the air basin increases with the growth of economic welfare and is caused by the operation of factories, power stations, boiler houses and the growth in the number of cars.

In the USA, in connection with the increased use of pesticides, food quality control (determination of pesticide residues in them) introduced by the Environmental Protection Agency since the end of 1970 has been introduced. In 1972 the country adopted a special law on the control of environmental pollution by pesticides. The presence of pesticide residues in agricultural crops is controlled by the Food and Drug Administration
