The first settlement in the area of modern day Pskov appeared no later than in the middle of the 1st millennium A.D. However Pskov was only first noted in the chronicles for the year 903 A.D. Archaeological discoveries enable us to get an idea of how our ancestors lived. They are often the only sources of information which can be even more significant than written sources. The cultural stratum – the layers of ground, which have accumulated as a result of people living and using the land – is a «library», an «archive» and a «museum», which store information about the history of Pskov. In 1973 Pskov Regional Executive Committee passed a decree № 482 which proclaimed the cultural stratum of the town to be under the protection of the state. In 1974 the cultural stratum received the status of a Monument of Republican Importance (by the decree № 624 of The Council of Ministers of Russian Soviet Federative Socialist Republic dated 04.12.1974).

The first archaeological excavations were carried out in Pskov in the early 20th c. before the construction of a power plant near Mstislavskaya Tower. The first archaeological excavations carried out in the Kremlin date from 1930 under the supervision of K.K. Romanov. In 1936 this work was continued by N.N. Chernyagin. The archaeological excavations were resumed in the first year after the end of World War II. In 1945-1949 an expedition of The Academy of Sciences of the USSR and Pskov Museum carried out further work under the supervision of C.A. Tarakanova. Since 1954 the Expedition of the State Hermitage Museum under the supervision of G.P. Grozdilov was carrying out archaeological excavations in Pskov. In 1962 they were supervised by V.D. Beletskiy. The Expedition of the State Hermitage Museum carried out a great amount of work in the Pskov Kremlin and in the territory of the medieval town which is now in the very center of modern day Pskov. Starting from 1967 rescue excavations are regularly undertaken in Pskov. That means the preliminary archaeological study of the cultural stratum before any kind of construction work can begin. They were originally organized by I.K. Labutina, a candidate of historical sciences, the leading specialist in Pskov archaeology. In 1983 Pskov Archaeological Expedition of the Institute of Archaeology of the Academy of Sciences of the USSR and Pskov State Museum Preserve was created under the supervision of V.V. Sedov (1924–2004), Doctor of Historical Sciences.
