TABLE OF CONTENTS
Ensuring national security is the main condition for the development of the Republic of Kazakhstan as an independent sovereign state.
This Law regulates the legal relations of public authorities, organizations, irrespective of ownership, and citizens in the area of national security, defines the goals, the system and the direction of the national security of the Republic of Kazakhstan.
Chapter 1. General Provisions
Article 1. Basic concepts used in the present Law
In this Act, the following basic concepts:
1) Food security - the state of the economy, in which the state can ensure the physical and economic accessibility to the population of high-quality food, sufficient to meet the physiological standards of consumption and population growth;
2) information security - the state of protection of state information resources, as well as individual rights and public interest in the information sphere;
3) military security - the state of security of the Republic of Kazakhstan from the real and potential threats and danger of a military nature to the independence and territorial integrity of Georgia;
4) the national security of the Republic of Kazakhstan (hereinafter - the national security) - a state of protection of national interests of actual and potential threats;
5) the national interests of the Republic of Kazakhstan (hereinafter - the national interest) - a set of political, economic, social and other needs of the Republic of Kazakhstan on the implementation of which depends on the ability of States to protect the constitutional rights and civil values of Kazakh society, the fundamental state institutions;
6) social security - the politico-legal, moral, social protection of life, health and welfare of citizens of the Republic of Kazakhstan, as well as the value of Kazakhstan's society from the possible dangers and threats that can cause damage to them;
7) external security - the state of protection of national interests of the Republic of Kazakhstan of threats from foreign countries, organizations and citizens;
8) the objects of national security - the identity, rights and freedoms, society, its material and spiritual values, the state, its constitutional order, independence and territorial integrity;
9) subjects of national security - the state, exercising its authority through the legislative, executive and judicial branches of government, citizens and organizations;
10) a threat to national security - a set of conditions, processes and factors that impede the realization of national interests or posing a danger to them;
11) the concept of national security - has officially adopted a system of views and measures to protect the constitutional rights of individuals and citizens, the values of Kazakh society, the fundamental state institutions;
12) environmental security - protection of the state's vital interests and rights of the individual, society and state from the threats posed by man-made and natural impacts on the environment;
13) economic security - the state of protection of the national economy of the Republic of Kazakhstan from internal and external conditions, processes and factors that threaten its sustainable development and economic independence.
