Article 6. The system of ensure of
national security


System of national security on the basis of current legislation and within the framework of the unified state policy interact with each other to ensure its forces and other government agencies and organizations that carry within their competence full responsibility for national security.


Article 7. The main functions of the system to ensure
National Security

The main functions of national security are:
1) prediction and detection of threats to national security;
2) development and implementation of complex operational and long-term measures to prevent and neutralize threats to national security;
3) establishing and maintaining the readiness of forces to ensure national security;
4) participation in the provision of universal and regional security in accordance with international treaties of the Republic of Kazakhstan.
Article 8. Forces to ensure national security
1. To the forces of national security are:
1) The Armed Forces, other troops and military formations of the Republic of Kazakhstan;
2) national security agencies, internal affairs, foreign intelligence, military and financial police, the President of the Republic of Kazakhstan, the tax and customs services, service emergencies.
2. Forces to ensure national security interact within the limits prescribed by law and mutually inform each other on matters within their competence.
3. Ensuring national security is compulsory for all other state agencies and organizations in which they engage, within their competence on their own, as well as on applications of national security forces.

Chapter 3. Powers of the President of the Republic of Kazakhstan, the Parliament, Government of the Republic of Kazakhstan, courts, public authorities and organizations, irrespective of ownership, in national security

Article 9. Powers of the President of the Republic of Kazakhstan

President of the Republic of Kazakhstan:


1) ensure concerted action by all branches of government to protect national interests;
2) issue acts on matters of national security;
3) form the Security Council, defines its tasks and powers, according to the National Security Concept of the Republic of Kazakhstan;
4) defines a real, potential threat to national security and take the necessary measures to ensure the safety of all citizens, society and state, taking into account the views of the Security Council;
5) exercise other powers necessary for national security in accordance with the Constitution and laws of the Republic of Kazakhstan.
