The illicit traffic in cultural property constitutes a global crime against heritage.

The plundering of cultural property is one of the oldest forms of organized- cross border crime and has become a world-wide phenomenon that transcends frontiers. As widely recognized, the border still offers the best opportunity to intercept stolen cultural artifacts, and to that end Customs plays a fundamental role in the fight against the unauthorized export of cultural property.

With a view to protecting cultural heritage, the WCO is encouraging effective co-operation and partnership with other international organization and law enforcement agencies such as ICOM, UNESCO and Interpol, aimed at exchanging information and stemming this illegal activity.

To accomplish this mission the WCO relies on the competencies and daily efforts of Member Customs administrations, as well as on its Regional Intelligence Liaison Offices – RILO Network.

Fiscal Function of the Customs

Russia has had a Customs Service in some form for about 1000 years and Customs business has always been considered important and prestigious.

The Customs mission is actually threefold: to collect and protect revenue; to enforce Customs and other laws; and to interdict the illegal flow of narcotics and other contraband.

Fiscal or budget function is one of the priorities for Customs. Collection and protection of revenue is the responsibility with which the Customs started. Most of that fiscal activity takes place at different ports of entry where commercial cargo arrives from abroad. The Customs performs inspections to ensure that the merchandise fits the description and quantity claimed on the documents. Subsequent paper processing determines the proper classification and duty assessment. Ultimately, the Customs actually makes the collection of the revenue levying Customs duties and taxes. Thus Customs revenue provides the income to the Federal budget.

Одной из важнейших функций CBP является охрана границ Соединенных Штатов, включающая в себя пресечение попыток незаконного въезда на территорию страны, незаконного ввоза наркотиков, оружия и контрабанды, охрана сельскохозяйственных и экономических интересов США от опасных вредителей и болезней, защита американского бизнеса от кражи интеллектуальной собственности.
