Born on April 17, 1974, Kazakh.

International Economist, Candidate of Economic Sciences, Ed.D in Higher Education Management, University of Pennsylvania (USA).

Graduate of Kazakh State Economic University, University of Oklahoma (USA), Diplomatic Academy of Vienna (Austria). Internship at Harvard University John F. Kennedy School of Government.

In 1996 began his career as administrative assistant of the Executive Committee of Interstate Council for Central Asia.

In 1997 joined Ministry of Foreign Affairs of the Republic of Kazakhstan. In 1998-2002 served as the Diplomatic Attaché on Economic issues of the Embassy of the Republic of Kazakhstan in the United States (Washington, D.C.).

September 2, 2013 – appointed as the Minister of Education and Science of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan.
