Article 5. Threats to National Security of the Republic of Kazakhstan


Threats to national security of the Republic of Kazakhstan are:
1) the weakening of law and order, including an increase in crime, including organized its shape, merging state agencies with criminal structures, the protection of officials of illicit capital, corruption, illegal circulation of weapons and drugs that reduce the degree of protection of human rights and freedoms and citizen;
2) activities aimed at changing the constitutional order, including acts infringing on the unitary structure of the Republic of Kazakhstan, the integrity, inviolability, inalienability of its territory;
3) weakening the country's defense, the threat to the integrity of state borders and the use of force against the Republic of Kazakhstan, the aggression against it;
4) intelligence, terrorism, sabotage, and another to the detriment of the national security of Kazakhstan, the activities of special services and organizations of foreign countries, as well as individuals;
5) disruption of public authorities, the violation of their smooth operation, reducing the degree of controllability in the country;
6) political extremism in any form, including inciting social, racial, ethnic, religious, class and tribal enmity or hatred; U952126
7) increase in social and political situation, reflected in the ethnic and sectarian conflicts, riots, unauthorized meetings, rallies, processions and demonstrations, illegal strikes and pickets;
8) the establishment is not provided by the legislation of the Republic of Kazakhstan paramilitary forces;
9) a dramatic environmental degradation, natural disasters and other emergencies of natural and man-made disasters, epidemics and epizootics;
10) damage to the economic security of the state, including the use of strategic resources against the interests of the country, hindering the growth of investment activity, including foreign investment in the Republic of Kazakhstan, the uncontrolled export of capital abroad;
11) the deterioration of the demographic situation, including a sharp decline in fertility, increased mortality, the emergence of uncontrolled migration processes;
12) deterioration in the quality of education and intellectual potential;
13) inadequate or lack of regulations for the protection of national interests;
14) deterioration of food security due to reduced production, lower quality, competitiveness and availability of agricultural products and food products, reducing their supplies from other states that are not produced in the Republic of Kazakhstan.
