Article 11. Powers of the Government of the Republic of Kazakhstan

The Government of the Republic of Kazakhstan:
1) submit to the Majilis of the Parliament of Kazakhstan draft legislation and ensure enforcement of laws related to national security;
2) organize the development of the Concept of National Security of the Republic of Kazakhstan;
3) manages the activities of central and local executive bodies of national security;
3-1) generates lists of:
strategic assets transferred to share capital and (or) owned by National Holdings and (or) national companies or their affiliates, as well as other legal entities with state participation;
strategic assets owned by entities not affiliated with the state, as well as individuals;
3-2) makes a decision regarding the granting or refusing permission to commit civil legal transactions, which may endanger the national interests of Kazakhstan, with a strategic object, belonging to individuals and legal entities on the basis of recommendations of the commission on strategic targets of the Government Republic of Kazakhstan;
3-3) formed under the Government of the Republic of Kazakhstan commission on strategic targets;
4) exercise other powers necessary for national security in accordance with the Constitution, laws and acts of the President.

Article 12. Powers of the courts

Courts:
1) administer justice in cases of crimes that infringe on the safety of individuals, society and state;
2) protect the rights, freedoms and lawful interests of citizens and organizations, implementation of the Constitution, this Law and other regulations and international treaties of the Republic of Kazakhstan.

Article 13. The powers of state bodies

Public authorities of the Republic of Kazakhstan in the face of the first leaders and within its competence:
1) supervise the activities of subordinate organizations to plan and conduct activities to ensure national security;
2) contribute to the higher state bodies proposals to improve the national security system;
3) ensure compliance with laws and other regulations in the field of national security;
4) are attracted to the respective responsibilities of officers, civil servants, the action (or inaction) that lead to violations of national interests, threats to national security of the Republic of Kazakhstan.

Article 14. The powers of local representative and executive bodies, organizations, irrespective of ownership
Local representative and executive bodies of oblasts (city of republican status, capital), organization, irrespective of ownership, within its competence:
1) take measures and organize work to ensure national security in their respective administrative-territorial units;
2) ensure the safety of mobilization capacities and mobilization of reserves (resources), established by the Government of the Republic of Kazakhstan.
