Article 20. Ensuring military security

1. Responsibility of all agencies and government officials, organizations, irrespective of ownership, and citizens is to promote:
1) strengthen the defense of the Republic of Kazakhstan;
2) maintain and increase the combat capability of the Armed Forces of the Republic of Kazakhstan;
3) Conservation of mobilization capacities and mobilization of reserves (resources).
2. Prohibited from taking any decisions and actions were liable to damage the defense of the Republic of Kazakhstan and the combat capability of the Armed Forces, other troops and military formations of the Republic of Kazakhstan.
3. Is not allowed, except as provided by international treaties ratified by the Republic of Kazakhstan:
1) placement in the territory of Kazakhstan's military bases in foreign countries;
2) the intersection of transit and transportation through the territory of Kazakhstan's military forces, armaments and military equipment from foreign countries.
4. Armed Forces, other troops and military formations of the Republic of Kazakhstan are involved in national security, in accordance with the Constitution and laws of the Republic of Kazakhstan.

Article 21. Ensuring environmental safety

Responsibility of relevant government agencies, organizations, irrespective of ownership, officials and citizens is:
1) environmental protection, rational use and protection of natural resources;
2) preventing the uncontrolled entry into Kazakhstan environmentally hazardous technologies, substances and materials;
3) prevention of radioactive, chemical pollution, bacteriological contamination of the country;
4) reducing the use of environmentally hazardous and imperfect technology;
5) elimination of negative environmental consequences of economic and other activities.
