Article 19. Ensuring public safety

1. Public safety is ensured by the decisions and actions of state bodies, organizations, irrespective of ownership, officials and citizens, aimed at:
1) strengthening safeguards to ensure the personal security of citizens, their rights and freedoms;
2) formation of a national psychology, based on the Kazakhstan patriotism and ethnic harmony;
3) strengthening the unity of the people of Kazakhstan;
4) support the natural growth of population and ensure timely action to counter the crisis of demographic processes;
5) strengthening the fight against crime, including its organized forms, corruption and terrorism;
6) curb soaring unemployment and falling living standards, threatening political stability;
7) prevention of drug addiction and alcoholism, as well as other social factors that threaten the health and morals, the gene pool of the people of Kazakhstan;
8) preventing the reduction of intellectual potential.
2. Not allowed decision-making and action is certainly capable of committing:
1) disrupt the unity of the people of Kazakhstan and worsen inter-ethnic relations;
2) disrupt social harmony and political stability in the country;
3) lead to illegal interference of religion in state affairs and the state in religious affairs;
4) lead to an increase in crime and delinquency.
3. Recognized as undermining national security and punishable under the law calls for the responsibility of citizens, including representatives of political parties and other associations, to:
1) overthrow or change the constitutional order, including calls for separatism and other acts infringing on the unitary structure of the Republic of Kazakhstan, the integrity, inviolability and inalienability of its territory;
2) seizure of power;
3) forced termination of authority or obstructing the activities of bodies formed, and officers of the Republic of Kazakhstan elected (appointed) in accordance with the Constitution and laws of the Republic of Kazakhstan;
4) use of the existing religious differences and different religious beliefs for political purposes.
