Theory and Practice of Stable Tourism Development and State Management of Tourist Activity in the Republic of Kazakhstan

Research actuality. At present time the role of tourism as global and socio-economic phenomenon continuously grows. Tourism has multi-branch industrial form of development, acts as catalyst of quality and diversity of rendered services, creates new work places, provides for development of local infrastructure and growth of population’s life standard.

Research object. World and domestic theory and practice of stable tourism development and tourist activity management.

Research work purpose. Justification of theoretical bases and practical actions on stable tourism development and improvement of state management of tourist activity in the Republic of Kazakhstan.

Research methods: Theoretical analysis of literature, logical and historic analysis of information on tourism field development, analysis and summation of the advanced tourist, pedagogic and social experience, methods of mathematical statistics, and system analysis.

Research results. Solution of the first research task revealed that methodological bases of tourist activity should include: а) basis of the notion “methodology” interpreting it as a doctrine about methods of organization and formation of theoretical and practical human activity; b) for achieving the global purpose of the tourism (increase of duration and improvement of human life quality), philosophic and technologic justification of realization of the two basic social functions of tourism – health-improving and cognitive – is required.

Solution of the second research task revealed that the majority of Kazakhstani schoolchildren has serious health deviations and low level of working capability. However, children and adults mostly do not know about healthy and interesting forms of leisure, including through active kinds of tourism. The tourist enlightenment of schoolchildren and adults is to be built on the following principles: a) tourism is the most efficient mean among other health-improving and medical means of decrease of the population sickness rate; b) among all health-improving programs only tourism has all required components for formation of healthy life style. For successful tourist enlightenment, it is required not only to create special TV channel, but improve the quality contents of tourist publications.

Solution of the third research task revealed the necessity of optimization of visa registration procedures, expansion of non-visa registration of tourists, by that stimulating development of incoming tourism; provision of continuous growth of competitiveness, marketing strengthening, realization of measures on promotion and propaganda of all kinds of tourism, as well as further improvement of subsidiary account in tourism.

Solution of the forth research task revealed the necessity of introduction of digital television expanding the direct on-line access to information on tourist products, formation of auction sites, where consumers can set a price for a tourist product themselves; provision of national domain zone in state language.

Solution of the fifth research task revealed the necessity of further introduction of the subsidiary account in tourism upon UNWTO system; creation of the uniform databank on basic Tourist Solutions for the Kazakhstani part of the Great Silk Road under UNWTO project “Great Silk Road”; continuation of introduction of quality standards of tourist education “UNWTO-Ted Qual”.

Solution of the sixth research task revealed the necessity of permanent research of labor market in the sphere of tourism and system improvement of State Education Standards at training tourist specialists in accordance with requirements of employers and tourist activity development indices.

Degree of introduction. Acts on introduction of research results were issued by responsible officers of the Senate of the Parliament of the Republic of Kazakhstan, Mazhilis of the Parliament of the Republic of Kazakhstan, Chancellery of the Prime-Minister of the Republic of Kazakhstan, and Administration of the Kazakh Academy of Sports and Tourism.

Recommendations on introduction. The Ministry ofEconomy of the Republic of Kazakhstan is to provide the financing of state programs of tourist field development at the size of 20% of tourist field revenues. The Ministry of Transport and Communications of the Republic of Kazakhstan is to renew the motor car park, expand the geography of tourist carriages, and define the optimal price policy for air tickets for the purpose of increase of the tourist flow. The Ministry of Education and Science of the Republic of Kazakhstan is to consider the project and adopt “Bases of the strategy of training of tourist specialists in the Republic of Kazakhstan by 2030”; reduce the number of institutions of higher education preparing specialists of tourism and services down to 20, and number of special secondary education schools down to 40. To provide quality of tourist managers with required volume of country and language training meeting requirements of those countries, which form tourist flows to Kazakhstan.
