· Оценка влияния квалификационной рамки для общего пространства высшего образования и Европейской квалификационной рамки на признание.

· Совершенствование системы обмена и предоставления информации, в том числе на основе использования Конвенции Совета Европы и ЮНЕСКО, а также сопряженных с ней текстов.

Анализ данных, представленных в докладе, и сформулированных на будущее рекомендаций, позволяет сделать два простых вывода. Один плохой и один хороший.

Первый заключается в том, что Болонский процесс – один из инструментов продвижения и интернационализации системы высшего образования – используется РФ недостаточно эффективно. Например, Европейский проект глобального продвижения ОЕПВО (Global Promotion Project), Управленческий комитет Совета Европы по Высшему образованию и исследованиям, Международное образование, а также более элементарные и привычные инструменты, UNESCO-CEPES, OECD (IMHE, AHELO…), болонские семинары, тематические сети и т.д. не используются в полной мере. Не используем мы и стандартный набор маркетинговых инструментов,направленных на интернационализацию национальных систем образования и содействие экспорту образовательных услуг: национальный бренд; специализированное агентство; централизированный сайт; система мероприятий, включающих выставки, комплексы PR мероприятий; коммуникационные компании; информационные офисы.

Хороший вывод заключается в том, что стратегия «Европейское пространство высшего образования в глобальном контексте» – это еще одна возможность содействовать повышению привлекательности и конкурентоспособности российского высшего образования через Болонский процесс.
